The Marines are a powerful organization inOne Pieceand they are known to be the World Government’s military face. Responsible for upholding justice, the Marines are often pitted against the pirates. The population of such pirates boomed after the death of the Pirate King, Gol D. Roger, and the beginning of the Great Pirate Era.
Over the years, some of the most incredible talents inOne Piece’s world have risen through the ranks of the Marines. At the same time, some terrific additions have been made over the course of the series' run, making them as powerful as they are today.
Updated on July 09, 2025, by Rei Penber:The Marines are an incredibly important faction in One Piece, and in the Final Saga, they are more involved in the plot than ever before. This is because the Final Saga sees the Marines directly go up against the Straw Hat Pirates, which is something that Oda avoided on purpose on many occasions in the past. Of course, this list already goes over the vast majority of the powerful Marines that the fans have seen in One Piece. However, there are many powerful marine Vice Admirals that have been revealed in the story in the Egghead Island Arc. These Vice Admirals deserve a mention of their own and are added to the list now.
31Hibari
Commander Of The Marines
Hibari is a character who fans saw recentlyin the final saga ofOne Piece.She is one of the up-and-coming Navy officers who serves the role of Commander of the Navy. She is quite strong, however, she still has a ways to go. Hibari appears to be quite a skilled sniper and she possessed enough skill to hunt down dangerous pirates on the Pirate Island.
However, against powerful pirates, she was seen struggling, as is expected of a Marine Commander. Nonetheless, Hibari will eventually make a big name for herself.
30Helmeppo
Lieutenant Commander Of The Marines
Fans are very well familiar with Helmeppo and have been for a very long time now. He was first introduced in Shellstown and, ever since then, he has been a constant, when it comes to the Navy point of view.
Currently, Helmeppo has progressed by leaps and bounds and he is a Lieutenant Commander of the organization. He was recently seen in action on the Pirate Island and, while he did not get a major fighting role, he still dealt effectively with the falling debris from the giant construct created by Avalo Pizarro.
29Kujaku
Rear Admiral Of The Marines
Kujaku was recently introduced on the Pirate Island, when Garp led a raid to save Koby. It was then revealed that Kujaku is the granddaughter of the famous Marine Tsuru. She is quite strong and has the power of the Muchi Muchi no Mi, using the powers of which she can whip into command anything that she hits, making her a Discipline Woman.
This Devil Fruit Is strong enough to break even the hardest of people and, at the same time, an amazing property of this fruit is that it also works on inanimate objects.
28Prince Grus
One of the rising stars in the Navy, Prince Grus is quite a skilled fighter, as is expected of someone holding his rank. He was introduced recently in the final saga of One Piece and it was revealed that he was a user of the paramecia type Gunyo Gunyo no Mi.
This fruit allows him to produce clay from his hands and he has used it quite effectively. He can create an army of clay clones and command them into battle. He can also create various appendages. He uses his Devil Fruit quite similarly to Doflamingo and that paints quite a dangerous picture.
27Red King
The Scientific Tool-Using Marine Vice Admiral
Another powerful Vice Admiral of the Marines, Red King was introduced to the fans in the Egghead Island arc. He was a part of the Naval forces that lay siege to Egghead Island in an attempt to kill Vegapunk, and of course, deal with the threat of the Straw Hat Pirates.
Red King is a Vice Admiral and that in itself means that he is a user of two types of Haki. However, his strength isn’t all that high. Red King came face to face with Franky in combat in the Egghead Island arc, and much to the surprise of the fans, he was defeated without much trouble.
26Dalmatian
The Dog Based Vice Admiral
Vice Admiral Dalmatian was introduced in the story before the timeskip, and he certainly did look like one of the strongest individuals within the Vice Admirals of the Marines. Dalmatian possesses the power of the Inu Inu no Mi, Model: Dalmatian, which makes him quite a skilled individual at close range to combat.
He is also a user of two types of Haki, those being Observation and Armament, given that all of the Vice Admirals are users of Haki. Still, overall, he isn’t all that powerful, when compared to the individuals in the Final Saga of One Piece.
25Tosa
A Marine Vice-Admiral With A Bite
Tosa is a powerful Vice Admiral that was revealed to the fans during the Egghead Island Arc. Fans did not get to see much of him in action, however, he certainly proved to be a great user of Armament Haki. Tosa is also a user of the Six Powers of the World Government. He was seen using a 10-Finger Pistol on Bonney, and could have crushed her if the attack connected.
Tosa appears to specialize in Shigan, and his Armament Haki only makes his attacks even stronger. He’s also quite fast, which suggests that he can utilize powers such as Soru and Geppo as well. Undoubtedly, he is a powerful Vice Admiral. However, when compared to the likes of the Giants, he isn’t all that special. This is because he was easily crushed by Brogy without even putting much effort in, and that just goes to show that his level is all that high.
24T-Bone
The Newly Promoted Vice Admiral
T-Bone is a former Marine Captain who the fans were introduced to before the timeskip. The Straw Hat Pirates came face to face with him during the Enies Lobby Arc, and it was Zoro who crushed his defenses and defeated him on the way to the judicial island.
At some point in the timeskip of the series, T-Bone was made a Vice Admiral. This means that he learned the ability to use Haki efficiently, and that he most likely gained a significant power boost. T-Bone was quite powerful, however, he ended up dying in the Final Saga, as was confirmed recently. It is highly likely that T-Bone was not killed but gave his life up since he cared about people deeply and had a very pure heart.
23Vergo
The Mole Within The Navy’s Ranks
Vergo was a member of the Donquixote Pirates, and the fans were introduced to him during the Dress Rosa Saga of One Piece. Vergo was revealed to be a Marine Vice Admiral, however, in reality, he was a spy placed by Doflamingo within the ranks of the Navy.
Still, he was quite a powerful Vice Admiral and fans knew him tohold tremendous control over the abilities of Haki, specifically the Color of Arms. At the same time, he was also a master of the Rokushiki powers, and he showcased that greatly in his fight against Law, where he went on to overwhelm him until he got his heart back. Vergo could hold his own against Smoker and even push him back on certain occasions, which went to show that he possessed a very high level of strength.
22Doberman
Vice Admiral Of The Navy
Doberman is quite a powerful Vice Admiral of the Navy and fans have seen him showcase his incredible skills during the Paramount War. In the Final Saga, Doberman was sent to Egghead Island to deal with Straw Hat Luffy and Vegapunk.
As a Vice Admiral, he is quite skilled in the Six Powers and, at the same time, he can also use two types of Haki. All this makes him quite a big threat to any decent pirate inOne Piece.
