These details hint at previous games, inside jokes, or other various references.
Considering thatCall of Duty: Black Ops Cold Waris intended to be a direct sequelto the first game, it is no surprise that references to the franchise are appearing on maps. TheCall of Duty: Black Opsseries is very popular among fans, and with each storyline creating the history of the series, any reference to the other games is typically appreciated by many fans.

Reddit userKayGee1922 found a poster hidden in Cook’s Shack on the map Cartel inCall of Duty: Black Ops Cold War’sbeta. The poster’s design boasts a revolutionary soldier on the front, who is throwing a molotov while holding an AK47 in the other hand. What caught fan’s attention was the text “La Revolucion Ha Comenzado. Viva Raul Menedez.” This phrase roughly translates to “The Revolution Has Come, Long Live Raul Menendez” which is a direct reference to the main villain of thesecondCall of Duty: Black Opstitle.
In theory,Call of Duty: Black Ops Cold Warhappens prior to the full rise of Menendez. To place the game on the timeline, it most likely happens during the initial incident where Menendez goes on a rampage in an effort to save his sibling, only to find Frank Woods tossing a grenade into his younger sister Josefina’s room during the raid on his compound.
Before his sister’s death,Menendez was very publically against western nations. He funded several rebellion groups and armed revolutions in hope of bringing down all the capitalist nations. Using his influence he was able to gain heavy support among many of the South American nations.
There is a ton of history behind this single picture and its appearance on a map like Cartel is only fitting. Menendez’s influence was massive despite the CIA, Woods, and Mason’s efforts. Still, despite his power, he preferred terror-based approaches using the strength of his father’s drug cartel to reinforce his power. While many saw him as a hero, in the end, he was little more than a power-hungry drug smuggler.
