Those who’ve playedPersona 5/Royalor have a familiar understanding ofP5and its many spinoffs will recognize Hecate. She is Ann Takamaki’s ultimate Persona, and she’ll replace Carmen after reaching Rank 10 of the Lovers Confidant inP5/Royal. InPersona 3 Reload, Hecate won’t appear in the compendium of the base game. If you want Hecate, you’ll need to buy the Royal Set DLC, which comes with all the Phantom Thieves' second-tier Personas. Hecate inPersona 3 Reloadstill excels in Magic and Agi/Fire Abilities, and you’ll want to equip her with the right Skills if you’re serious about building her for mid/late-game.

Hecate can be summoned from the compendium for a free, first-time purchase. However, you’ll need to buy the Persona 5 Royal Persona Set 2 in order for her to appear inPersona 3 Reload. The price for thePersona 5 Royal Persona Set 2is $5.99. Once you’ve done this, you can get Hecate in the Velvet Room.
Another way is to obtain Hecate from Fusions. This way, you’ll be able to transfer Skills that Hecate normally wouldn’t get. * Some low-level Fusion Recipes for Hecate are:

What Skills Are Best for Hecate?
General Information About Hecate
Hecate’s starting level is44, and this can be increased if you Fuse her after you’ve started the Lovers (Yukari Takeba) Social Link. If this is your first time summoning/fusing Hecate, then your level won’t matter. Afterwards, you’ll have to be Hecate’s level or higher tosummon her from the compendium again.
Hecate starts off with a powerful Magic stat and moderate stats in everything else. Her low Strength means she’s not good for using Slash/Pierce/Strike Skills. Her innate Skill, Blazing Hell, is great for Downing enemies with a Fire-Affinity weakness. However, you’ll want to be careful if you’re just starting your playthrough. Hecate’s Magic Skills have ahigh SP cost, which means she’s better to use when you have more SP-recovering items and when you’re at a higher level (recommended level: mid-40s).
